The assumptions behind the estimate

Pennsylvania charges everyone the same rate: no filing status, allowances or state certificate change the withholding, so there is nothing to assume about your form. Assumes you live and work in Pennsylvania. Uses the rates in the DCED official register as of June 15, 2026 and, for Philadelphia, the rates in effect since July 1, 2026. Assumes a single job at one fixed work location in Pennsylvania, and that you gave your employer the Residency Certification Form with your actual address. Your employer withholds the higher of the rate where you live and the nonresident rate where you work; if you leave one of the two places blank, only the other is used. The Local Services Tax is charged where you work: above $10 a year it is spread across your paychecks; at $10 or less it is taken in full from the first paycheck of the year and only shown on that paycheck. If your annualized pay is below the LST low-income exemption (usually $12,000), we assume you filed the exemption certificate and nothing is withheld.

What is not included

Does not include the Earned Income Tax low-income exemption offered by a few municipalities and school districts, or Philadelphia's reduced rate for people with state Tax Forgiveness (claimed as a refund). If you live outside Philadelphia in a place whose rate is higher than Philadelphia's nonresident rate and work in the city, the difference is paid on your local return and is not withheld. Does not cover work in several municipalities, temporary assignments under 90 days, or out-of-state employers, who are not required to withhold local tax.
